To completely delete a Test Environment on the Jira instance, the Test Environment must be removed from all the issues, in all the projects. Once it is removed from all its associations, it will no longer be seen when browsing Test Environment options.

Much like the labels on a Jira Project, because the Test Environment functionality is based on Jira's Labels Tool.

How do I find the Test Environments I need to remove?

Using the Issue Search, just type the following JQL:

"Test Environments" = TEST ENVIRONMENT YOU WISH TO REMOVE

OR

"Test Environments" in (TEST ENVIRONMENTS YOU WISH TO REMOVE)

Then all you need to do is a Bulk edit. This way you'll be able to remove the Test Environments from all issues at once (except if you have more than 1000 which is the issue number limit for Bulk operations).
