By default, the Test Repository & Test Plan Board is are enabled. Check if you want o to keep them enabled.
Go to JIRA Jira Administration > Manage Apps > Xray > Miscellaneous.

Restrict access to edit Test Repository
In order to have access to edit the Test Repository, a user must have access to the project ( i.e browse permission). By default, all users from the project are able to edit the Test Repository information.
If you want to restrict access to a specific role, go to JIRA Jira Administration > Manage Apps > Xray > Miscellaneous and select the project role:
