This guide explains why certain migrations from the Jira Server/Data Center to the Cloud may fail and how to resolve the issue.

### Cause of Migration Failure

During a Jira migration, if any archived projects are linked to an Xray project, they will be included in the migration. Unfortunately, this can lead to migration failures. When this occurs, customers typically report the issue to our Support team, and we investigate on the Xray Cloud side.

### Error Message

When checking the migration logs in Xray Cloud, the Support team will encounter an error similar to the following:

An error occurred while trying to migrate for tenant XXXXXXXXX and plan name TEST MiGRATION - Error processing file with label SETTINGS, key XXXXXXXX: - Set project property "xray-project-covered-issue-types" in project 10030 failed! - You cannot edit the configuration of this project.
```

### Diagnosis

1. In Jira Data Center, navigate to:  
`Jira Administration → Projects → Archived Projects`
2. Check if any of the projects included in the migration are **archived**.

> ⚠️ Archived projects cannot be migrated unless they are unarchived first.

### Solutions

**Option 1: Unarchive on Cloud:**

1. Go to **Jira Cloud**.
2. Unarchive the migrated archived projects.
3. Re-run the migration.

**Option 2: Unarchive on Data Center:**

1. Unarchive the projects in **Jira Data Center**.
2. Delete the already migrated projects on the Cloud.
3. Create a **new migration plan**, adding the projects (including those unarchived).
4. Include **Xray** in the migration plan.
5. Re-run the migration.

> ✅ The **Xray Re-run feature** works for this type of failure.
