Jira Cloud Migration Assistant Compatibility

Starting from this version, it is now possible to migrate Xray data to cloud instances using the official Jira Cloud Migration Assistant.

A new menu entry was added to the Xray administration section menu related to the migration to cloud pre-flight check. Here Jira administrators could have a preview of the projects that should be migrated based on the projects they have in mind to migrate to the cloud.
